Step 3: Establish a Risk Management System
Requirement: Article 9 mandates a continuous, iterative risk management process for high-risk AI systems.

- Estimate and evaluate risks that may emerge during intended use and foreseeable misuse
- Implement risk mitigation measures and document residual risk levels
