Cronozen operates across seven verticals: rehabilitation, welfare, education, pharmacy, commercial analytics, mentoring, and interior design. Each vertical deploys AI in fundamentally different contexts:

A single AI governance policy cannot adequately address the risk profiles, regulatory requirements, and operational constraints of all these domains simultaneously. We needed a systematic approach to creating domain-specific governance policies that maintained organizational consistency while respecting domain differences.
The Framework: Domain-Specific Governance Architecture
Identifying the 16 Domains
Through operational analysis, we identified 16 distinct domains where AI-assisted decisions required governance policies:

The Three-Layer Policy Model
Each domain policy consists of three layers:
Layer 1: Organizational Foundation Principles that apply universally across all 16 domains:
- All AI-assisted decisions must include human oversight capability
- All decision records must be logged with full context
- All models must have documented training data provenance
- Bias monitoring must be active for all deployed models
Layer 2: Domain Risk Profile Risk-calibrated requirements based on the domain's specific characteristics:
- High-risk domains require dual-approval governance, mandatory human review before action, and real-time bias monitoring
- Medium-risk domains require single-approval governance, human review within 24 hours, and periodic bias audits
- Low-risk domains require automated governance checks with human review on exception
Layer 3: Operational Rules Domain-specific rules that reflect the unique requirements of each operational area:
- Clinical Assessment: AI confidence scores must exceed 85% before displaying recommendations to clinicians
- Case Prioritization: Demographic parity must be maintained within 5% across protected characteristics
- Drug Interaction Checking: All flagged interactions must be verified against the current FDA database before display

Policy as Code
Each domain policy is expressed as a set of machine-readable governance rules that the DPU framework enforces automatically. When an AI decision is captured, the DPU evaluates it against the applicable domain policy before allowing the record to progress through evidence levels.

- All cross-domain conflicts are logged as governance events with explicit resolution documentation

Lessons Learned
1. Start with Risk Assessment, Not Technology
Our initial instinct was to build the governance framework around our technology stack. This was backwards. We should have (and eventually did) start with a risk assessment of each domain, then design governance policies to match the risk, and finally implement the technology to enforce those policies.
2. Domain Experts Must Own Their Policies
Governance policies written by compliance teams without domain expert input are either too generic to be useful or too specific in the wrong areas. We established domain policy ownership with the following structure:
- Domain expert (clinician, social worker, educator) defines the operational rules
- Compliance team ensures regulatory alignment
- Engineering team implements enforcement in DPU
3. Version Your Policies Like Code
Governance policies evolve. New regulations, operational learnings, and model improvements all trigger policy updates. We version every policy (e.g., clinical-assessment-v2) and maintain a changelog. When a policy is updated, all new decisions are governed by the new version, but historical decisions retain their original governance context.
4. Monitor Governance, Not Just AI
Most organizations monitor their AI models (accuracy, drift, bias). Few monitor their governance framework itself. We track:
- Governance pass rates by domain and level
- Time to resolve governance failures
- Policy conflict frequency across domains
- Human override patterns and their correlation with model improvements
5. Plan for Cross-Domain Interactions
Real-world decisions do not respect organizational boundaries. A single individual may interact with your platform across multiple domains simultaneously. Cross-domain governance is not an edge case. It is a core requirement.
Scaling to New Domains
The three-layer policy model is designed for extensibility. When we add a new operational domain:
- Conduct a risk assessment and assign an initial risk level
- Inherit Layer 1 (organizational foundation) automatically
- Configure Layer 2 (risk profile) based on the risk assessment
- Collaborate with domain experts to define Layer 3 (operational rules)
